16. A person may register a spouse and any of the spouse’s dependants where, under sections 8 to 8.0.3 of the Regulation respecting the terms and conditions for the issuance of health insurance cards and the transmittal of statements of fees and claims (chapter A-29, r. 7.2) as it reads at the time of its application, the spouse’s or dependant’s health insurance card does not contain or may omit the photograph and signature.

16.
